Psionic Feats for Psionic Monsters

This may have already been addressed at some point, but here it goes.

Can psionic monsters use psionic feats? For example there are several feats which require a power point reserve, as well as several that require a power point payment. Examples of these different types of feats are inertial armor and psionic fist to name two. So can natural psionic creature use both types, one or the other, or none at all?
I am leaning towards they can use any psionic feat because they don't use power points, but are naturally psionic, and able to manifest their powers for free.

Psionic creatures can use the feats listed in their stat blocks without the required power point reserves, but IIRC require PP to use any new feats they learn through class levels. Feats gained though HD advancement I'm not sure about, though.

I am not sure that feats in the creatures stat block should have special consideration over other feats. I have always mixed it up a bit when using creatures out of the Monter Manuals, just to keep my players on there toes. I am sure that others do the same.
