.. the best use of Empathic Transfer is as a Crawling Tattoo. If it survives the AoO to get in, it can do 160 hit points of damage, no save. And it's dirt cheap since Crawling Tattoos are rated solely by power level, not caster level. Only 100 gp!

This won't work. Empathic Transfer transfers damage from the target to yourself. When you use a crawling tatoo the target is considered to be the creature it touches. Look at the concussion tatoo example, the normal target of the power is the target affected by it. In effect that tatoo would let you use empathic transfer at a distance, not force someone else to use it.

My psios usually use not Vigor, but simply Lesser Body adjustment and Empathic Transfer. LBA is usually triggered... so that one psio cures up the whole group by spending the puny remains of his pps for the day in the evening.

"Like psionic tattoos, a crawling tattoo can be scribed only with powers level 0 to 3 that target a creature or creatures. The exceptions are body adjustment powers, which can be scribed despite their effect being personal, and compulsion powers,which cannot be scribed at all. Otherwise, crawling tattoos are treated in all ways as psionic tattoos (see “Psionic Tattoos” above) until they are activated by the wearer."

Bummer. I was thinking Empathic Transfer was a personal power. Stupid rules.
