If you can manifest the Psychic Chirurgery power, can you use it to give yourself a power that someone else (who is willing) knows?

If not, could you form a Meta Concert and use that entity to manifest Psychic Chirurgery to give a power that one of the others in the Meta Concert knows.

Actually the Metaconcert + Psychic Chirurgy trick is GREAT for a Thrallherd since you can divide the XP cost among your Thralls and Servants, lowering the cost to as little as 100xp to give yourself a new power.
