Actually, the "psionics are different" rules are the variant. All of the powers are designed to be the same. Otherwise they wouldn't have titled the psionics are different section with the big "VARIANT:" tag. 
That being said, I think the power is fair as it is. If it did too much more than it already does, you'd end up with a power that was essentially free to use. That's a bad thing in my opinion. No other magic using class gets a spell they can use indefinitely.
