The United States can outbid anybody else. They've been spending billions of dollars in Russia ever since the end of the cold war in order to ensure security for the Russian nuclear arsenal.
Amazing what you find when you search for a certain chain of words... sadly 11 yr old thread but does anyone who reads this new post or former posters have the different yields and resulting effects for nuclear detonation. The resulting effects of accumulated radiation, blast zones effects (i.e. ground zero your dead no save role a new PC Jim and outwards), and etcetera....
