Could a centaur take ride-by attack and spirited charge?
Could an awakened rhino?

technically, no.

first of all, those feats are based on having the Ride skill (which neither would have) and secondly, they both start (basically) with "when you are mounted and using a charge action"

When I first glanced at the thread title, I thought it said Quadraplegic Characters. Now, that is one loopy player or one cruel DM.

Ride-by is spring attack for the quadraped and Sprited charge is Power Lunge.

Just having a player IMC start a centaur character, this came up. I ruled it the same way as Mr Fidgit with an addendum that we would see if Savage Species had any info on this when it came out in Feb.
