Question, about nets

Do the effects of multiple nets stack?
I think nets should have their effects stacking, but is it a game breaker?
I just thought I would throw it out there to see what others think.

Penalties from the same source never stack and the penalties for being caught in a net arise from the entangled condition, therfore being entangled by multiple nets would impose the same penalties as being entangled by one net. No stacking.

However, the victim would have to beat the opposed Str checks of all his attackers in order to move beyond the trailing rope.
