Question about Power and Levels

Are there high level monsters or powers with the propriety of immunity to lower-level powers as of previous editions? I mean do you still need spells or weapons of a certain level to touch monsters or penetrate defenses of a certain level? Or do crits can potentialy hit and damage everything?

Based on my look through the books that my friend had, certain monsters have resistances, immunities, and vulnerabilities to certain types of energy damage.

But no monster has DR, or any immunity to physical damage, nor does any monster require certain weapons to hit. That I remember seeing anyway.

So can the highest level moster be taken down by a couple of hundred of militia or peasants due to their critical hits chance?

Not really. Remember there are minion rules. An Ancient red dragon has an aura of flame he can turn on that does automatic damage to people who come near him. Any damage to a minion kills it.

Most people/races are minions. The non-minion is much less common. The true Hero/Villain is down right rare. So no the peasants who try to swarm the ancient read dragon will be like blades of grass meeting the lawn mower. They will all die.

If you could get a thousand non minions to swarm the dragon? Yes enough could kill it through crits but an enormous number of them would die. I don't have a problem with that. It keep PCs and big bads honest.

Army soldiers are not always minions so a kingdom's army does stand a chance versus the dragon. Again massive carnage is in the offering. High level players are the better answer unless you have major over population.
