Question about psions and bonus power points

Greetings all,
I've a quick question about psions and the bonus power points table. This is probably a stupid question, but I'll ask it anyways. Does an increase to your primary stat retroactively increase your bonus power points?

For example, a 1st level Egoist/6th level fighter with a strength of 19 gains a level to make him a 1st/7th level character, and uses his +1 stat in strength to bring his strength to 20. So, does this character have:

a) 3 power points (same amount he had at level 7)

b) 5 power points

It's retroactive in the same way bonus spells are, because that's basically what bonus PP are. In other words, if someone casts an Eagle's Splendor on your telepath you won't get any immediate bonus PP. If he dons a Cloak of Charisma +2, he will (assuming the bonus makes any difference in the table).
