Level Up (A5E) Question about the Wizard's Rote Memorization

At 3rd Level the Wizard gets to pick a Scholarly Excellence. Rote Memorization specifies that the cantrip you choose, can't deal damage to be eligible. How does this pertain to Arcane Muscles (my favorite cantrip addition of level up)? That cantrip doesn't do damage but it allows you to do better damage. So can you cast it and then smack an enemy in the same turn?

Arcane Muscles doesn’t do damage, so my reason for that is that it’s eligible.

Interestingly, the wording doesn't require that the cantrip be a wizard cantrip. A multiclass caster might have some other interesting choices.
