D&D 5E question on Rogue scout skirmisher feature and grapple

The skirmisher feature allows a Rogue-scout to move half his movement if an enemy ends its turn within 5 feet. If I grapple an enemy can I use this feature to drag a grappled enemy after his turn is over (since he is grappled he will be within 5 feet)

Moving a Grappled Creature: When you move, you can drag or carry the Grappled creature with you, but your speed is halved, unless the creature is two or more sizes smaller than you.

When you're (Scout Rogue 3+) grappling a creature that is within 5' of you, and its turn ends, you can use your reaction to move 1/4 of your speed (being 1/2 of 1/2), taking it with you.
 

That's... a use of this ability that I never considered. But I'd totally allow it. It's like Rambo jumping out of the bushes, choking a dude, and then dragging them back into the bushes. Very on theme.

I was going to nay say this, even though it's totally legit by RAW, but upon reflection you're absolutely right!
