Question re: Marking

A few of the 4e monsters revealed at D&DXP have the ability to "mark" enemies but don't seem to have any way of capitalising on that marking.

eg.

[sblock=Human Guard]Human Guard; Level 1 Soldier
Medium Natural Humanoid XP 100
Initiative +4 Senses Perception +5
HP 31; Bloodied 15
AC 16, Fortitude 14, Reflex 13, Will 12
Speed 5
M Halberd (standard, at-will) * Weapon
Reach 2; +8 vs. AC; 1d10+2 damage, and the target is marked until the human guard’s next turn.
M Powerful strike (standard, recharge 5, 6) * Weapon
Requires Halberd; Reach 2; +8 vs. AC; 1d10+6 damage, and the target is knocked prone.
R Crossbow (standard, at will) * Weapon
Range 15/30; +7 vs. AC; 1d8+1 damage
Alignment: Any; Languages: Common
Skills: Streetwise +6

Speed of the Dead
When making an opportunity attack, the Skeleton Warrior gains a +2 bonus to the attack roll, and deals an extra 1d6 damage.
Alignment: Unaligned; Languages: none
Str 15 (+3); Con 13 (+2); Dex 17 (+4); Int 3 (-3); Wis 14 (+3); Cha 3 (-3)
Equipment: Chainmail, large shield, longsword[/sblock]

Is this a design error, or is there more to marking then is immediately apparent from these stat blocks?

Marking gives the marked opponent a -2 penalty to attack rolls against any target other than themselves. So, in essence, these mark abilities are so the monster can say "Kill me first, because my friends are now harder for you to hit."

There is a post that lists various effects, and a basic mark is listed as a -2 penalties to attacks agianst other opponents.
 

Both the Fighter and Paladin marks give -2 to attack everyone who isn't them, perhaps this is an innate feature of marks, as opposed to something which happened to be unique to both of them?

Why you can't do reach with opportunity attacks, there's also nothing that says I can hit 2 squares away but not one square. It looks like with reach you can hit all squares in your reach.
