now that i look at it, would claws of the vampire (psionic power) be better for hitting over and over?

They are both useful, depending on the character. If you are a front line fighter needing the healing, Claws of the Vampire can be much better. If you are a wizard who will cast and then charge in to finish the guy off, Vampiric Touch is better.
