Sure looks that way. I was hoping that this was the new version of the upvote/downvote thread. I guess it's gone by the wayside.

The thread starter asks a question, and then when people answer, selects one as the 'best' answer as the solution for the convenience of others who later come to find the answer to the same question.

It's designed for questions with a factual answer rather than discussions.
