Um, at the very least talk to the mods before posting anything. Really, really, do that first. Do not pass go, do not collect $200. Talk to the mods. They have a direct responsibility to the site. We as posters do not.

And hesitation, here, sounds like a good policy. If you copied the spell text, verbatim, in large quantities, that sounds like something that would be disallowed.
 

Fair Use includes reproduction for criticism or review. Reproducing a spell description in order to critically discuss it would qualify as fair use to my mind; there are plenty of precedents in UK Fair Dealing law which is generally more restrictive than US Fair Use.

Reproducing the AD&D Spell Compendium in order to sell it would not be Fair Use.

In between these two is an area kept deliberately fuzzy in US law, in order to take account of the Constitutional commitment to free speech.

Yup, starting a regular column, discussing the spells (one at a time!) and explaining your reasons why you picked the spell for your Everlist should be fine.
