I am a little confused on this point. If the elves don't use thier rings why then is the fate of lothlorien tied to the fate of the one ring. It is defintely galadriels ring that keeps lothloerien in it perpetual state, so in some way the elves are using thier rings without corruption from Sauron.

The elves do use their rings, they stopped using them when Sauron had his but started using them again after the one ring was lost. If Sauron got the one ring back the elves would have to stop using theirs again, Elrond uses his ring in a similar was to Galadriel, The elves were in a loose, loose situation on the rings, if Sauron got the one ring back they could not use their rings for risk of falling under his power, and if the One ring is destroyed then their rings also loose power.
