Quick epic magic question - mass teleportation

Please help me stat out this spell effect:

I want to be able to teleport any number of creatures that are within 1 mile of me, to any location where it is daytime. This spell can only be cast when it is daytime, and when you are outdoors.

All to roughly the same location or each to different locations? Do you require line of effect (or sight, or maybe 'sense') to the target(s)? If the same location, does it always include you?
 

Transport: base DC 27
Unwilling Creatures +4
Change target from personal to area +15
Change area to 20 foot radius +2

Now, you want a mile. Increase area by 100% is +4. To go from a 20 foot radius to a radius of 5,280 feet (assuming that the % increase in area is based on the radius, not the square footage.... you're in trouble if it's not, without some mega-cheese mitigation), you need 263 of them. So +4*263=+1052

So your base Spellcraft DC for a 1 minute casting that moves everything within a mile to any location on the same plane is 27+4+15+2+4*263=1100.

The limitations you want must be ad-hock, and are totally dependant on your DM. You can skip the "unwilling" clause if you like.
 

It's probably too late to be helpful, but I'd peg it as DC 100 in the ELH system. An unselective burst, centered on you, with a 4800-ft. radius and which allows a save, but which otherwise works like greater teleport.

I'm converting from a different system for handling epic magic, and I'm presuming you don't have +30 items of spellcraft. If you include a 1500 xp payment you could reduce the DC by 10; you can do this multiple times. And if you increase the casting time to 10 minutes you could reduce the DC by another 10. These factors are different than in the ELH; going by the RAW you'd have to go by Jack Simth's analysis.

(edit - Sepulchrave would be better at this than I am; I have a tendency to underprice aggregate spells. He'd probably tack on another +40 DC. But somewhere between DC 100 and 140 should be about right.)
