Some weapons grant Reach.

Does the Reach weapon property affect "area of effect" warrior-class powers, like some of the Fighter Encounter exploits that are "Burst1" or the like?

No. All it effects is the reach of powers whose reach says "melee weapon."

There is an epic fighter feat that turns all fighter close burst 1s into close burst 2s with a reach weapon.
