Quick question on ECL and starting equipment

I am almost sure that if you play a race with +2 LA and have 8 class levels (that is, you have ECL 10), you should get equipment as a 10th level characters.

Am I right or wrong? There is an argument with a co-player about this, in whose opinion the character should get equipment as an 8th level character.

You're right. Starting gold is based on your total level including the ECL modifier.

Found it. DMG, pg.172 - top right-hand column. It specifically mentions that you use ECL for XP purposes and to "determine starting wealth".
