Once you are paragon tier,
can you retrain your heroic feats into paragon ones?

same at epic.

Yep, once per level. Theoretically by level 30 you can have all epic feats but ...two, I think? Which can be Paragon, if you like.
Edit: Assuming no bonus feats from anything.
