What would be the gp cost to pay someone to manifest the psion version of permanency on a 1st level power? (Namely See Sound)

Don't have any of the requisite books with me right now and need to know.

Using the NPC spellcasting rules from the DMG 3600gp [Incarnate 3500gp (10 x 5 spell level x 10 minium caster level for 5 level powers + 5 x 600 xp cost) + See Sound 100 (10 x 1 spell level x 10 caster level)].

You're better off if you do it yourself. The XP cost is 300 x power level if you do it.
