Truthfully, I haven't read any comics regularly since late high school/early college ('92), and even when I did, I didn't read Judge Dredd. I read almost exclusively Marvel comics.

I thought of that, too. :D

But I decided that, given the nature of Thor (the mythical one, not the one from Marvel comics), it didn't really make sense for a (presumably) heavily lawful character, such as Henry described.
