Does failing a Use Magical Device roll result in charges being used on the item?

If you fail by more than 10, "magical energy is released". I'd call that a charge.

Unless there is a "mishap" no charges are released.

Mishaps only occur when the skill check fails by more than 10, or the character is trying to activate a scroll and does not manage to emulate a high enough caster level (and then fails the second mishap roll).
