No. Having the ability to curse and having the ability to do extra damage to cursed people are two entirely seperate things.

It's an at-will power. Specifically, Warlock's Curse Power. It's entirely self-contained. Other Warlock abilities require a cursed target, but Warlock's Curse does not require any other Warlock ability or class feature.

You could use it to annoy your warlock friend, because once you've cursed something another warlock can't curse it.
