Benefit: You can draw a weapon as a free action instead of as a move-equivalent action.

There is an item, the potion belt, from FRCS that allows you to draw a potion as a free action once per turn.

There is also a scroll organizer, again from FRCS, that you wear and holds 15 scrolls. The flavor text maks it seem like the potion belt, but it doesn't explicitly say you can draw a scroll as a free action once per turn. I would be inclined to allow it to have this capability.

Now I need a rulebook source&page quote, so that I can satisfy those in my group who do not think it can be done by the rules.

ELH, Magic Item section, Scrolls. In that section, you will find extended treasure tables for scrolls. In these tables, you will find metamagiced scrolls, and quicken is one of them. These tables expand upon those found in the DMG.
