Quicker than Eye VS Expert Tactician - Rogues in Combat

why does it have to be Quicker than the Eye vs. Expert Tactician?

a really good rogue will take both and get two sneak attacks when he distracts his opponent.

A good tactic, of course, but one requiring four rolls to pull it off, with the second try being harder (vis a vis the D&D FAQ). For my money, Spring Attack is a better ability, but YMMV.
