I'm just trying to figure out what this means and where the post might be.

It means that a post that someone else made, that had quoted you, was reported. It is "Hidden", in the Mods only forum, so you can't see it.

It's not a setting; somebody would have to rewrite the actual software, sadly.

Ah. Given that it didn't used tohappen, I had assumed it was a setting that got lost in the last upgrade. Oh, well.
