Race-specific gods and different race clerics (FRCS)

Is it possible for a race specific god to have clerics from a different race?

For instance, can a human craftsman worship and become a cleric of Moradin?

If he can, can he then gain access to the "Dwarf" sphere?

IIRC, it is said to be NOT possible.

OTOH, in a DM's opinion it could be thought as a cultural issue, therefore a human raised by Dwarves might qualify.

I have always restricted racial god's clerics to the specific race, but I admit I never liked the restriction too much, and I wish in the future to remove the entire concept of racial deities in a new campaign (so that Moradin would be god of mountains, incidentally creator of the dwarves, but nothing exclusive).

edit: I clarify, per the rules, anybody can worship any god, but only member of a specific race can become a cleric of a racial deity
