Race/Template alteration

I need a +2 LA Doppelganger-ish race. The one in the MM lists it at +4, but I cut down a few of the benefits to make it +2:

+2 Str, +2 Cha, +2 Con
Darkvision 60'
+4 NA
Alter Self at Will (+10 disguise when using this power)
Immunity to Sleep and Charm
+4 Sense Motive, Bluff

Is this fair or too much for +2 LA? Or too little?

You could take a look at changelings from the Eberron Campaign Setting - they're LA +0, and may also be in the MM3.

They're descended from mixed human and doppelganger stock, and have some of the abilities of each side of the family tree.
