Racial proficiencies

I'm sure this has been asked, but I'm away from the books. As an example, do Dwarves get a free proficiency in Dwarven Waraxe, or do they have to use an exotic weapon proficiency to use one without penalties?

Dwarves must buy Dwarven WarAxe, Orcs must buy Orcish Double Axe, and Dwarves must buy their own weird weapon with a spear on the end of it.

But elves get bow and either longsword or rapier for free, go figure

Elves are the only race that get "free" proficiencies. Every other race has to get proficiencies by taking a class that grants them, or paying a feat.

This discussion comes up a lot. Basically, by the rules Dwarves need to get the exotic weapon proficiency feat to use it. Many DM's Rule 0 it, however.

Personally, I think Dwarves get a lot of cool racial abilities... and it's not that big of a deal for a fighter to use up one of his many feats to pick this up.

I guess it's sort of saying that even within the Dwarven community, the Dwarven Waraxe is a pretty special weapon that not every dwarf is able to wield...
