Am I right in thinking that Radiant Charge (Paladin level 13 encounter power) works like this:

*The character charges (and so gets +1 to hit, plus any bonuses to that from Feats etc, must meet the movement restrictions, etc);
*As part of the charging movement the character may fly up to WIS modifier squares;
*If the charge hits the damage is 3W rather than basic attack damage, and the target is marked.
