Rage mechanic (PEACH)

Well, it feels to me a lot like a raging weapon (hehe the ability even says "with this weapon"), which doesn't really scale except for the Resist going up to 10, then 15, which may be too powerful for a feat anyways.

The attack bonus should most definitely not go up, but maybe the damage bonus should? I don't think so. Things that give more than +1 tend not to scale with level... but Power Attack does. Then again, the penalty also scales, so that gets rid of that argument.

+2 attack, +2 damage, 0/5/10 Resist All could be the way to handle this (Heroic/Paragon/Epic), to match the item. 2/5/10 may work as well, to help handle minions...

D'oh! Yeah I should change that to with a melee weapon.

I checked the Minions damage output and the toughest minion out there (a 26th level minion called a Lich Vestige) just does 10 points of damage.
I also checked the berserk weapon's resistance and it scales from 5/10/15 per tier.

The berserk weapon's scaling resistance is counter by it being a daily power. But I think an encounter power that scales like this is a bit over the top.

It looks like Monster damage on average follows the 5/10/15 but minions follow 4/7/10 (just a estimate I did not crunch numbers) which makes damage resistance hard to balance at higher levels. Either you scale it up and make Minions do no damage at Paragon and above, or don't scale it and the DR becomes less and less useful against standard monsters as you level.

I think I will leave the resistance at a 5/5/10. At Heroic, you have to be bloody first so minions get some swipes at you. At Paragon you are immune to most minions from the lower end but start taking damage from the upper minions. At epic we boost the resistance to 10 effectively making you immune to all damage from minions but since healing surges scale well with level, in effect you are burning up 1/2 your hitpoints worth of healing surges to rage which is nothing to ignore. Plus at this level minions seem to inflct lots of conditions which resistance has no help with.

by the way, it's not 5/10/15 per tier for the item, it's 5 at levels 10/15, 10 at 20/25, and 15 at 30...

So it's more like 0/5/10, 15 at 30. Not as good.

But you're right, 5/5/10 is a very good way to go about it - it was my first idea, but I argued myself out of it :P
