So, while killing time at the new job, I started thinking about some neat "Unearthed Arcana" ways you could mess with the 4e rules. And one that I thought could be neat would be to have each PC have a randomized "deck" of powers, and that for each combat, they'd have their powers dealt out to them.
You'd make your character as normal, choosing powers and whatnot as usual. Outside of combat or "encounters", you would have access to just those powers - these are the tricks your character is commonly seen as having.
However, outside of combat, you would have a pile for each level of "powers" - at-will, encounter, daily, and utility (So, a pile for level 1 at-wills, one for level 1 encounters, 1 for level 3 encounters, etc..). Each pile would have a card for each power you have access to in that range. Each power that you have actually selected would be entered into the pile again, to increase the probability of drawing that card. You would then draw the normal number of powers (so, you'd still have two at-wills, for example, and one first level encounter). If you drew a double for an at-will, you could draw again.
In essence, each character would have a different set of powers each combat - and as the game expanded, you could customize your "deck" by drawing from different powers (and different ratios) from the splats.
If you use a daily or daily utility, that slot is spent, so your power level remains the same, more or less.
There'd be a few other bugs to work out (how to do warlocks, half-elven dilettantes, multi-classing, and giving something to wizards to make up for their spellbook loss), but I think it'd be a fun little place to houserule.
