Ranged burst versus person behind cover?

Question:

Suppose a wizard fires a ranged burst, to hit an enemy hiding behind a wall that he cannot see.

The burst will hit the target (the blast is not blocked as it goes off at the corner of the wall), but, my quandry is:

Does the target get Improved or normal cover benefits versus the wizard's burst?
ie, say the wizard is using a ranged Dex attack, versus targets Ref save.
Does the target get +2 AC bonus (cover) or +5 AC bonus (Improved cover) ?

a) Bursts targets a square not an intersection
b) Bursts are square
c) You check for cover from the target square, not the caster square
d) because of c) E doesn't get any cover from the burst
