I feel I should know this one, but I'll ask anyway.

Do ranged touch attack spells suffer -4 cover from people and -4 firing into melee penalties (if applicable) the same as regular ranged weapons?

yup, its still a ranged attack, you're just looking to hit the Touch AC instead of the Regular AC.
