If the wizard can use his magic missile as a basic missile attack, can it count as a ranged weapon?

More to the point, if a wizard multiclasses into ranger can he use some of those ranged weapon powers with his magic missile?

No, because while it is a basic attack, it isn't a weapon. If you had a power that said for example: "You grant everyone in your party 1 basic attack" then the wizard in the party could use a magic missile instead of throwing a dart, thats generally what the basic attacks are for.
