Since my caster level is 3, I still have a good chance of failing since IIRC to use it is a caster level +1 (9) so I'd need a 6 or better one a die roll. So it would be kind of expensive.

I have concern about your use of the word expensive. If you fail the caster level check, you only waste the scroll if you have a mishap, which is not often for divine spellcasters (typically because of a higher wisdom). So, it's unlikely to be expensive, but it might occasionally cost a wasted action to try to cast the spell from the scroll.

I think by using the word expensive you thought that whenever you failed to activate the scroll then the scroll is wasted -- but, that's not true. Am I right?
