Rating Magic Item power levels

I figured out how to calculate item power - it may seem obvious but since it has not been articulated. I will lay out the theory
For +enhancement items you just have to decide how far they are from the baseline levels: 1;6;11;16

+0 no significant advantages (magic) or some flaws (like no extra crit damage)
+1 infrequent or 1 round effect: resounding; vicious
+2 longer lasting effects, but need special case to use well, flaming, pact
+3 stronger effects - good at any time - terror, thunderburst
+4 the strongest effects: flaming, lifedrinking, lighting

hmm flaming (5 ongoing dmg) is rated 2 above frost (slow) its really only better at higher levels where the ongoing damage is increases but slow does not.)

+0 weapons are found in the AV.
