But there are a lot of of 'written' rules. Does it refer to WOTC rules or also 3rd party written rules?

Depends on the context. Though, most of the discussions in which I've seen the term used are rules discussions, which are, more often than not, debating the fundamental rules (i.e., flanking, sneak attacks, spells, etc.), and thus, in context, it usually seems to mean the "core rules."

It refers to whatever rule is currently in question. In a discussion on the Hulking Hurler, for example, you could get the statement that "By the RAW, an optimized HH can deal 2 trillion damage on average" despite the fact that the Hulking Hurler does not exist in the 3 core books, only in supplements. In fact, most of the optimizations that allow such an absurd amount of damage ALSO come from supplements.

RAW does NOT refer to FAQs or Customer Service replies or even Sage Advice. It refers to the text that is written and in the hands of players. RAW can be in direct conflict with the FAQ or CustServ (and usually is in this case) or Sage Advice (it's been known to happen).

RAW does not refer to houserules, in general. On the board here, we will often talk about RAW versus a Houserule, and sometimes it's agreed that in certain situations, a houserule would be better. In this comparison, RAW tends to refer to the core RAW.

Can we get definitions for FLGS, AFAIK and the other ever-increasing acronyms I have to navigate when I read posts on this site?
AFAIK is a standard net acronymn, and can be found on lists of those. Google is your friend. In this case, AFAIK means As Far As I Know. There are a few expansions on enworld from standard net expressions. On the net, IANAL is I Am Not A Lawyer (disclaimer used when giving legal advice). On ENWorld, IANARL is I Am Not A Rules Lawyer, used to say that you don't have an in-depth encyclopedic rock hard knowledge of all the rules, like, say, Hypersmurf does.

FLGS is an ENWorld specific, AFAIK. It means "Friendly Local Gaming Store"

Another ENWorld specific would be BBEG, meaning "Big Bad Evil Guy/Gal"

And while not exactly STANDARD (but it should be), another forum I frequent uses the term "Dysfractionate" (verb, present tense) to describe the situation when more than one person replies to a post at the same time, leading to multiple, often identical, answers. Also: Dysfractionation (noun), Dysfractionated (verb, past tense).
