Having read some other mapping threads and looking at a couple company's websites, I thought I'd ask what program allows you to import real world maps? Is this possible?

I'm attempting to create a map of the Abbasid Caliphate during Caliph Harun al-Rashid's reign. I've found plenty cool maps in books from this era, or from chroniclers who've faithfully rendered historical maps. I want to use all Arabic names and I want to create an ancient Islamic feel to the map. (e.g. Canary Isles will be Isles of the Everlasting)

Any ideas what programs or websites I need to research? Thanks.
