I know it's probably hard to get at this point (printed over 10 years ago), but if you have easy access to a Hollow World setting supplement called The Milenian Empire... it's from the D&D Myestra setting, Hollow World to be specific, that detailed that particular empire. It was based on Ancient Greece.

It might have some general fluff and thematic stuff that is good for inspiration.
Of course, if you don't have easy access to it, I doubt it is worth the effort to track down since there are other places for inspiration.
I used to have it but had to get rid of it when I needed to cut down on storage... *sigh*.
