Call of Cthulhu - go insane or die trying
Warhammer Fantasy Roleplaying - go insane, get mutated, or die trying
Delta Green (in theory this should be released in d20 soon). Since you don't care about d20, you can get the older book on ebay.

Chill was fun, too. I don't remember much about it, other than it was fun (the DM was a dink, but I enjoyed it regardless, so that must say something).

Savage Worlds. I think it would lend itself to PBP play pretty well.
Esoterrorists might be something you're looking for, and it sounds like it'll be adaptable to PBP extremely well; Hite is writing a new version of Call of Cthulhu in it's GUMSHOE system.

Legion Publishing has the license for Savage Worlds Weird War II - the World War II pulp game.
 


Some of the game systems mentioned look very appealling, The next big issue comes down to, where I might a find PbP game for some of these systems. I run my 3.5 game at myth-weavers, but I have not seen many of these other systems in use there or here for that matter.
