For books I would say yes and probably for stories based on specific books in the public domain but I am not sure how rights propagate from written media to other media forms.

Once something is in the public domain anyone can use it for anything in any medium. It’s fair game.

But only what’s in public domain. So if the first Conan story is in the public domain but the rest are not, only the character and world as it appeared in that story are useable.

But trademark is also going to slow things down a lot.
