Regarding Dispelling vs. Greater Dispelling

I was looking at the dispelling and greater dispelling enchants. My question though is this: what determines the check to overcome the opposing magic?

Dispelling: Upon hitting an enemy or an object you can cast dispel magic 3/day
Greater Dispelling: Same as dispelling only it uses greater dispel magic 3/day.

So does the check go by the character level of the holder, the caster level of the person who created it or what?

The caster level of the weapon.

Every magic item has a caster level.

Now I am wondering. The "default" caster level of "Dispelling" ability is 5. Now, assume the weapon is a +2 Dispelling (weapon name). It has at least CL of 6 for it's enhancemen bonus. Now, how much is the caster level used for dispelling? 5 or 6?

Does that dispelling CL changes if the weapon is upgraded to +3 Dispelling (at least CL9) later?

The caster level of the weapon. An item only has one caster level. The caster level of this weapon is at least 6.

The caster level of the Dispel is the caster level of the weapon. The caster level of the weapon is at least 9.
