This. There's a bulleted list, with Ongoing Damage listed first, but it's bullets not numbers. And the text doesn't say they happen "in the order listed" or anything of the like.
Indeed. But I posted the OP back in 2008 and the RC didn't exist then...the rules compendium pg 197 says that they can occur in any order as the player chooses. It specifically mentions the order of ongoing damage and regeneration being the players choice.
