Regions and Regional Feats

What you should try to do as a DM is also remember that Leif is from Luckyland. When Leif makes a save by 1, remember to remind Leif that being a Lucklander is a good thing. Every now and then if he rolls well, mention that he has all the luck of a Lucklander. Getting a critical hit has nothing to do with the Luckyland feat of course. But you're helping the PC identify with his country.

If you build up the connection, later on in the game, when Luckyland gets hit with an invasion of Thri-Kreen, Leif should be more willing to help fend off the attack and have an emotional stake in the outcome.

Then after driving off the ThriKreen, and amssing a base attack of +6, he can become eligible for the Lucky Duck prestige class!

Anyway, to the initial poster, players picking the feat first sounds normal to me.

One thing you may want to consider is how much weight you expect the players give to the setting of the game. I prefer setting to be a backdrop, and the story doesn't start till the first game night. For other guys, the setting IS the story, and the PCs are coming in in the middle of it. (some of the the homebrew DMs that I've played with are notorious for that) Sounds like your players are leaning towards the former, and you towards tha latter. You may have to reconcile that somehow.

I just have to say, I'm surprised to see a number of people claim that "it depends on the player." I've never seen anyone do it any way other than (1) pick the feat, (2) accept the region that goes along with it. But that's just my experience, I guess.

Really? 'Cause I almost always do it the other way 'round.

"I want to play a Gold Elven Wizard from Evermeet. What's available?"

If I start off with a burning desire to play a certain race from a certain place, then that's what I'll play. Otherwise, it depends on the regional feats. If there are a handful that offer something above and beyond the others (especially if this is a free extra feat) such as 'People from Region A get Improved Initiative and People from Region B get +2 to Use Rope'. I'll more strongly consider being from Region A all other things being equal and me not having a strong preference for either region.
