Wish has an XP cost, meteor swarm does generic hp damage that is stopped by energy immunity. Razing a city is a good plot device, but useless against PCs and named NPCs. I'm banning time stop.

Exactly--Horrid Wilting is usually more dangerous than Meteor Swarm against powerful or prepared opponents. No Evasion, and nonelemental damage. But even beyond that, Meteor Swarm's damage is puny compared to Warmaster's Charge. If you smack them with all four meteors and they have no resistance to the bludgeoning or the fire, you deal average 112 on Meteor Swarm (This is reduced to 72 with even 10 Fire Resist, 32 with 20, etc). Just the Warblade alone with his +50 can easily do the 112 on the charge, not even counting any of the allies, or the stun.
