What about retraining and paragon multiclassing?

For example, let's say we have a level 11 rogue who multiclasses as a wizard. At level 11, he takes the paragon multiclassing option and swaps out a rogue at-will power for Magic Missile. When he reaches level 12, is he allowed to retrain Magic Missile and take Thunderwave instead?
I think that in this case you need to use retraining in order to change the power.

Sure, you can use retraining to change your paragon multiclassing selections. Nothing says you can't, so you can, subject to all the usual retraining rules. (Just remember that you have to meet all the original requirements -- so the 7th-or-lower encounter power you get at 11th can't ever be replaced by anything higher than 7th or by anything from your primary class, though you could take a 3rd level encounter power, then retrain to a 7th level one, then later retrain to a 3rd level power again.)
