Replacement Powers

I'll preface this by saying that overall I like 4E, but have not been a fan of retraining in any edition.

Has anyone house-ruled power retraining that becomes available to higher level characters in 4E? How did you do so? Is it too imbalancing to simply give characters the new powers rather than making them replace existing powers?

Yes. It is too powerful to simply give them new powers on top of old powers.

Even at epic, at-will powers are inferior to encounter powers and daily powers ... so having access to more encounter/daily powers than designed is overpowering.

It could be possible to do a kind of spellbook idea where they could, each day, perpare a certain number. Or have something like the channel divnity idea where you can only use 3 encounter/daily class powers per encounter/day. You have a bit more power because of the choices available at any time, but at least you aren't getting additional encounter/daily power uses.
