Reserve Feats and the Sorcerer

If a Sorcerer has one of the Reserve Feats from CM and the Heighten Spell feat, can he apply the maximum spell level effect of that Reserve feat because of Heighten Spell? As an example, let's say he has Acidic Splatter reserve feat and Melf's Acid Arrow at level 2, but he can cast level 3 spells, he just doesn't have any acid ones at that level. Can he use Acidic Splatter at level 3 (dealing 3d6 damage) because of Heighten Spell?

Same question if he has Energy Substitution. Can he apply that energy type to any spell from any other level?

I do not believe so. I do not have the text in front of me, bu I believe the sorcerer has to know the spell with the proper descriptors and level, not just be able to change one of the spells he knows to the specified type and level when casting it.

Summon monster for example does not meet the need for having a Good, Evil, Lawful or Chaotic spell known or prepared.
